Frameworks
Equity of Health Care for Māori: A Framework. The framework guides health practitioners, health organisations and the health system to achieve equitable health care for Māori through leadership, knowledge and commitment.
A Framework for Health Literacy. The Ministry of Health developed this framework because it is committed to a health system that enables everyone living in New Zealand to live well and keep well. Building health literacy is an important part of this.
Te Hiringa Hauora Research Framework: Health Promotion Research at the Interface of Mātauranga Māori and Western Science. Founded on Te Tiriti o Waitangi and the concept of equity. It draws on Māori health promotion and Ottawa Charter-based generic health promotion models, kaupapa Māori principles, and best practice research approaches in Aotearoa New Zealand.
Kia Kaha, Kia Māia, Kia Ora Aotearoa: COVID-19 Psychosocial and Mental Wellbeing Plan. A framework for actions to support the mental wellbeing of New Zealanders due to the impact of COVID-19.

The New Zealand Health Research Prioritisation Framework (English) - Te Mahere Whakamātāmuatanga a Rangahau Hauora Aotearoa (Te Reo Māori) This framework was developed as part of the implementation of the New Zealand Health Research Strategy 2017–2027. It prioritises how and why health research needs to be done in New Zealand in order to drive high-level health and social outcomes and ensure maximum impact from the government’s investment in health.
Oranga Hinengaro System and Service Framework identifies the core components of a contemporary mental health and addiction system with a 10-year view. Te Tiriti o Waitangi Framework. The Ministry of Health’s Te Tiriti o Waitangi (Te Tiriti) Framework provides an updated expression of the Crown’s Te Tiriti obligations in the context of the health and disability system.
Te Whare o Tiki, the Co-Existing Problems (CEP) knowledge and skills framework, describes the knowledge and skills required by the mental health and addiction workforce to be able to effectively respond to the needs of people, and their whānau, with co-existing problems.
Guidelines
A Guide to the Intellectual Disability (Compulsory Care and Rehabilitation) Act 2003. These guidelines introduce key aspects of the application and operation of the Intellectual Disability (Compulsory Care and Rehabilitation) Act 2003. Published in 2004.
Guidelines to the Mental Health (Compulsory Assessment and Treatment) Act 1992. Ministry of Health guidelines outlining the rights of compulsory mental health consumers and the obligations of mental health clinicians.
Guidelines for Cultural Assessment: Māori. This guide enables the safety and skill development of Māori subject to the Intellectual Disability (Compulsory Care and Rehabilitation) Act 2003. Published 2004.
Guidelines for the Safe Transport of Special Patients in the Care of Regional Forensic Mental Health Services. These guidelines have been developed to provide general guidance to Regional Forensic Mental Health Services (RFMHSs) around helping to safely transport special patients between secure forensic mental health facilities and other services. Published 2022.
Special Patients and Restricted Patients: Guidelines for Regional Forensic Mental Health Services. These guidelines are intended to foster consistent decision-making by clinicians, facilitate the administration of matters relating to special patient leave, and provide transparency around the processes used in reaching decisions about special patients.
Talking Therapies for Pasifika Peoples. A practice guide for mental health and addiction services which predominately presents ways of working with Pasifika individuals and their families.
Models
Approaches to Integration. A new model of integrated primary mental health and addictions services (IPMHA) being implemented across New Zealand by the Ministry of Health.
Models of Care in Forensic Mental Health Services. A review of national and international scholarly literature on models of care pertaining to the four main areas of adult FMHSs, as well as the regional, national, and international grey literature.

Strategies
Child and Youth Wellbeing Strategy sets out a shared understanding of what children and young people need and want in order to be well, what government is and should be doing to support them, and how we must work together.
New Zealand Disability Strategy. This guides the work of government agencies on disability issues from 2016 to 2026. It includes goals and objectives to help improve health outcomes for Pacific peoples.

The Ottawa Charter. In 1986 in Ottawa, Canada, the World Health Organization (WHO) developed an approach to improve the health of populations and individuals. This is known as the Ottawa Charter and is used in New Zealand as a framework for planning public health.
